TThe UCAO was formed in 1968 by a small group of contractors and was incorporated in 1980 for the purpose of negotiating collective bargaining agreements with the Labourers International Union of North America Ontario Provincial District Council and the International Union of Operating Engineers Local 793 for employees in the power utilities sector of the construction industry in Ontario. The UCAO has 32 contractor members and 38 associate members.

The UCAO are now the accredited Employer Bargaining Agency for the Utility Sector of the construction industry in Ontario that negotiate on behalf of all Employers signatory to the Provincial Utility Collective Agreements with the Labourers International Union of North America Ontario Provincial District Council and the International Union of Operating Engineers Local 793.

The UCAO contractors’ carry out all types of utility work engaged in power, energy, communication construction, maintenance and similar work throughout the Province of Ontario

The UCAO has developed, together with the Labourers Union and the Operating Engineers Union, utility construction employee safety training and orientation programs which are offered year-round at the unions’ training facilities in Ontario.
